Verify a USVI Nurse—or Use the Correct 2026 Renewal Island

US Virgin Islands nursing renewals no longer use one December deadline for everyone. Licenses now expire on the last day of the individual licensee’s birth month, while the profession still follows an odd-year or even-year renewal cycle.

This guide explains which professionals normally renew in 2026, how to verify RN, LPN, APRN and CNA records, the two-of-three competency rule, current fees, payment delivery, endorsement documents, application tracking, compact limitations and the latest licensure scam warning.

Critical 2026 distinction

LPNs and CNAs use the even-numbered-year renewal cycle, including 2026. RNs and APRNs use the odd-numbered-year cycle and ordinarily renew in 2027. Always verify the exact expiration date in the individual license record.

Public lookup

USVI nursing-license facts that control your next action

License term Every 2 years Biennial registration.
2026 cycle LPN + CNA Even-numbered years.
RN/APRN cycle Odd years Regular next cycle: 2027.
Expiration Birth month end Check the exact record.
Main phone 340-249-0684 St. Thomas office.

Never use the profession’s cycle alone as proof of validity. Search the individual record and confirm the exact expiration date, current status and credential before working, hiring or renewing.

2026

LPN and CNA renewal year

Licensed Practical Nurses and Certified Nursing Assistants use the even-numbered-year renewal cycle.

2027

RN and APRN regular cycle

Registered Nurses and Advanced Practice Registered Nurses use odd-numbered renewal years.

2/3

Two competency routes required

A nurse generally must satisfy two of the Board’s three competency categories during the prior biennium.

320

Practice can be one category

The practice route uses 320 employer-verified active nursing hours during the biennium.

ORBS

Applications are online

VIBNL uses its Optimal Regulatory Board System portal for nursing and CNA applications.

NLC

Compact is not fully operational

USVI enacted the NLC, but current official materials still describe full implementation as pending.

Primary-source verification

How to verify a US Virgin Islands nursing license

VIBNL provides an official License Verification Portal for RN, LPN, APRN and CNA records. RN and LPN records may also be checked through Nursys when the record has been added to the national database.

2

Use the license number when available

A complete number generally reduces the risk of opening another person’s record.

3

Match the exact credential

Confirm whether the record is RN, LPN, APRN specialty or CNA certification.

4

Read status and expiration together

Check the last day of the birth month and the correct renewal year.

5

Check available disciplinary information

Review public restrictions or Board action before making an employment decision.

6

Save the verification date

Employers should retain the official source, date checked, credential and status.

Record field What to check Common error
Name Match the legal name and any previous surname. Selecting another nurse with a similar name.
Credential RN, LPN, APRN specialty or CNA. Treating an RN record as proof of APRN authority.
Status Active, inactive, lapsed, restricted or another displayed status. Using an old identification card as current proof.
Expiration Last day of the birth month and the displayed year. Assuming every credential expires December 31.
Verification source VIBNL portal or Nursys for participating RN/LPN records. Relying on an unofficial screenshot or directory.
Discipline Public limitations, sanctions or Board orders. Saving only the status line without reading the full record.

VIBNL states that records are being gradually added to the Board portal and Nursys. If a record cannot be located, email vinurseinfo@bnl.vi.gov or call the Board instead of assuming that the person is unlicensed.

Renewal-year decision

Who normally renews in 2026?

VIBNL uses both a profession cycle and an individual birth-month expiration. Start with the profession, then confirm the exact license record.

Credential Regular renewal cycle 2026 action
Licensed Practical Nurse Even-numbered years. Prepare to renew by the last day of the birth month shown in the record.
Certified Nursing Assistant Even-numbered years. Use the CNA renewal transaction and individual birth-month date.
Registered Nurse Odd-numbered years. Normally no regular renewal; verify the individual expiration and resolve only special statuses.
Advanced Practice Registered Nurse Odd-numbered years with the RN cycle. Normally no regular renewal; maintain RN authority, specialty certification and agreements.
Inactive or lapsed credential Not handled as ordinary active renewal. Use inactive, reinstatement or lapsed-license instructions regardless of the normal cycle.

A newly issued, reinstated or specially aligned credential can require an action that differs from the ordinary profession cycle. The public license record is the final starting point.

Active-license renewal

How to renew through the VIBNL Nurse Portal

The application is completed online, but current Board materials state that fees are payable by US money order or certified bank check. The application is not complete merely because the online form was submitted.

1

Verify the license and renewal cycle

Confirm the exact expiration date and make sure the credential is due for renewal.

2

Choose two competency categories

Complete the required combination during the previous biennium and obtain supporting signatures or certificates.

3

Open the online application

Create or sign in to the VIBNL portal and select the correct LPN, RN, APRN or CNA renewal application.

Open VIBNL Portal
4

Upload the required evidence

Use clear files for CE, employer verification, professional activities, legal documents or APRN certification.

5

Prepare the correct payment

Use a US money order or certified bank check payable to the Virgin Islands Board of Nurse Licensure.

6

Track the record until active

Check portal correspondence and verify the final renewed expiration in the public lookup.

The current Board website does not promise that an application submitted on the expiration date will be approved immediately. Submit early enough for payment delivery, document review and record updating.

Two-of-three requirement

USVI renewal competency routes

A nurse generally completes two of the following three competency categories during the prior biennium. The Board must be able to verify the route selected.

CE

Continuing education

RNs and LPNs use 15 contact hours. APRNs use 30 contact hours. The Board’s current page recommends that 1.5 hours address prevention of medication errors.

320

Active nursing practice

Complete 320 hours of active nursing practice during the previous biennium and obtain employer or supervisor verification.

15 PA

Professional activities

Complete 15 hours of approved professional activities and obtain certification from the relevant organization, manager, client or supervisor.

Valid two-category combinations

Combination Documents to prepare Best for
CE + 320 practice hours CE certificates and signed employer verification. Most actively employed nurses.
CE + 15 professional-activity hours CE certificates and certified Professional Activity Form. Nurses with limited conventional employment hours.
320 practice hours + 15 professional-activity hours Employer verification and certified activity records. Nurses using non-CE competency categories.

Professional activities that may qualify

Serving as an officer in a professional nursing or health organization.
Writing or contributing to a nursing or healthcare publication.
Developing and presenting a health-education program.
Designing or conducting nursing or healthcare research.
Nursing-related volunteer or community service.
Providing qualifying full-time unpaid care or private-duty nursing.
Serving as an examiner, proctor or rater for a licensing examination.
Another activity approved by VIBNL before renewal.

Alternative competency evidence

Board-approved refresher course A qualifying refresher includes theory and clinical components and is at least 160 hours long.
Post-licensure nursing education A degree or successful completion of two required formal nursing courses beyond basic preparation may qualify.
Recent NCLEX completion Successful completion of the applicable national nursing licensure examination may be accepted.
Specialty certification Attaining or maintaining an approved specialty certification may support competency.

Older renewal forms state that at least five of the 15 CE contact hours should come from formalized education such as professional conferences, online courses, Board-approved community offerings or university study. Use the current portal instructions when they differ.

Revised official schedule

USVI nursing fees

The table below uses the revised VIBNL fee schedule linked from the Board’s current Applications page. Some older PDF forms still display superseded amounts.

Transaction Current published fee Important detail
RN renewal $175 Regular biennial RN renewal.
APRN renewal certification $40 Added to the applicable RN renewal; RN plus APRN totals $215.
LPN renewal $150 Regular even-year LPN renewal.
CNA renewal $100 Regular even-year CNA renewal.
RN endorsement $185 Use the revised amount, not the $125 amount on an older form.
LPN endorsement $160 Use the revised amount, not the $100 amount on an older form.
APRN endorsement certification $80 A separate VI RN license may also be required.
CNA endorsement $110 Certification by endorsement.
RN reinstatement $475 $175 renewal + $100 late processing + $200 lapse fee.
LPN reinstatement $450 $150 renewal + $100 late processing + $200 lapse fee.
CNA reinstatement $400 $100 renewal + $100 late processing + $200 lapse fee.
Inactive application $50 APRN, RN, LPN or CNA inactive status.
Inactive senior $25 Confirm senior eligibility with VIBNL.
Lapsed inactive application $300 Different from active-license reinstatement.
Replacement certificate $50 Replacement license or certification document.
Official verification $50 The DOH general payment form cannot be used for verification payments.

Do not calculate payment from an old application form. The current fee schedule supersedes older amounts printed on legacy RN, LPN, APRN or CNA PDFs.

Open Revised Fee Schedule
Payment workflow

Submit online—but deliver the original payment

Current VIBNL materials state that the portal accepts applications electronically, while fees remain payable by US money order or certified bank check. The Board’s FY2026 material reported that online payment processing was not yet operational.

1

Complete the portal application

Submit the correct renewal, endorsement, examination or reinstatement transaction.

2

Confirm the current fee

Use the revised fee schedule rather than an older application PDF.

3

Buy the accepted payment instrument

Use a US money order or certified bank check. Personal checks are not accepted on the Board’s application instructions.

4

Make it payable correctly

Use “Virgin Islands Board of Nurse Licensure” or the payee wording shown in the live application instructions.

5

Upload a copy when requested

Retain a readable copy, receipt and tracking number before mailing the original.

6

Mail the original to VIBNL

Use P.O. Box 304247, St. Thomas, VI 00803-4247 unless the current application gives a different delivery instruction.

The VI Department of Health’s general “Make a Payment” form specifically states that it cannot be used for license-verification payments.

Applicant name written clearly on payment.
License or application type identified.
Correct revised fee used.
Money order or certified bank check used.
Payment copy retained or uploaded.
Mail tracking saved.
Portal checked for payment receipt.
Final license status independently verified.
Missed deadline route

Lapsed, inactive and reinstatement options

A lapsed credential is not handled as an ordinary on-time renewal. The applicant may owe the current renewal amount, a late-processing fee and a lapse fee.

Your status Correct transaction Do not do this
Active and not expired Regular renewal when the profession and year are due. Do not submit reinstatement unnecessarily.
Voluntarily inactive Inactive or reactivation route directed by VIBNL. Do not practise nursing while inactive.
Lapsed active credential Reinstatement with applicable renewal, late and lapse charges. Do not continue working while the application is pending.
Lapsed inactive credential Lapsed inactive application and required supporting documents. Do not assume the $50 current inactive fee applies.
Inactive over 10 years Contact the Board for full reactivation requirements. Do not submit a basic renewal without Board guidance.

The Nurse Practice Act treats nursing practice during a lapsed-license period as illegal practice. Wait until the official verification record confirms active authority.

Useful Board script:
“My _____ credential currently shows _____ status and expired on _____. I last practised nursing on _____. Please confirm whether I need regular renewal, reinstatement, inactive reactivation, a refresher course or additional lapse-cycle fees before I submit payment.”
Application tracking

Check a VIBNL application in process

Use the same VIBNL portal account used for the application. Review the transaction, uploaded documents, payment evidence and Board correspondence before calling.

1

Sign in to the original account

A duplicate portal account can make it harder to locate an existing transaction.

Open Nurse Portal
2

Open the submitted application

Confirm the profession, transaction type and date submitted.

3

Read every Board message

Look for requests involving payment, verification, education, recommendations, identity or discipline.

4

Confirm source-issued documents

Official transcripts and license verifications may need to arrive directly from the school, Board or Nursys.

5

Verify original payment delivery

An uploaded copy may not replace receipt of the certified check or money order.

Pending item What it usually means Best next action
Payment not received The original money order or certified check has not been matched. Check mailing tracking and confirm the applicant name on payment.
License verification Nursys or another Board has not supplied formal verification. Check the Nursys receipt and destination.
Official transcript The school-issued record has not arrived or been matched. Confirm sender, applicant name and delivery date.
Recommendation letters Letters are missing, too old, unsigned or lack contact details. Use current professional letters meeting the application instructions.
Competency evidence The selected two-of-three categories are not fully documented. Upload certificates and signed employer or activity forms.
Board review A disclosure, disciplinary issue or nonstandard education route needs evaluation. Submit only the explanation and records requested.

Older endorsement instructions tell applicants to allow up to 90 business days after VIBNL has received every required document. Do not count the review period from the day an incomplete application was first opened.

Out-of-territory nurses

RN and LPN endorsement requirements

VIBNL’s legacy paper instructions remain useful for document planning, but the application itself is now available online and the revised fee schedule controls the amount due.

1

Submit the online endorsement application

Select RN or LPN endorsement and answer every licensure, employment and disclosure question.

2

Order formal license verification

Use Nursys when instructed by the original licensing state and retain the payment receipt.

Open Nursys
3

Provide identity documents

Prepare Social Security proof and two signed passport-quality photographs if requested by the live application.

4

Provide nursing education evidence

Use a nursing diploma, certified school letter or official transcript sent directly by the school when required.

5

Maintain a current unencumbered license

The legacy instructions require a current US license that remains active for at least 90 days after application submission.

6

Provide recent professional references

Prepare two recommendation letters with contact information, signature and a date within three months of application.

Correct RN or LPN online application selected.
Social Security proof prepared.
Current unencumbered license documented.
Formal verification ordered.
Education evidence requested from school.
Recent nursing employment listed.
Two current recommendation letters obtained.
Discipline and criminal history fully disclosed.
Current revised fee used.
Certified payment mailed with tracking.

Nurses must obtain USVI authority before reporting to employment orientation. Do not begin work merely because an endorsement application has been submitted.

Advanced-practice route

USVI APRN endorsement and renewal requirements

APRN authority is separate from the underlying RN license. The Board recognizes roles including nurse practitioner, clinical nurse specialist, certified nurse-midwife and certified registered nurse anesthetist.

RN

Active VI RN license

The APRN application requires a current unencumbered USVI RN license that is not nearing expiration.

CERT

Current specialty certification

Obtain official verification directly from the national organization that issued the APRN certification.

EDU

Graduate specialty education

Provide undergraduate and advanced-practice diploma or transcript evidence from qualifying programs.

COLLAB

Collaborative agreement

Submit the Board’s agreement with the USVI physician or institution connected to the APRN practice.

PRE

Preceptorship may apply

The endorsement instructions require a physician or APRN preceptorship agreement when specialty practice is under five years.

90D

Plan for Board review

The APRN endorsement packet instructs applicants to allow up to 90 business days after all documents arrive.

Prescriptive-authority evidence

Current authority from another state Provide documentation of active prescriptive authority already held elsewhere.
Recent pharmacology course Provide evidence of at least 30 pharmacology contact hours completed during the preceding two years.
Pharmacology in APRN program Document a qualifying minimum 30-hour pharmacology course within the graduate specialty program.
DEA registration Provide a current DEA number when applicable to the requested authority and practice.
APRN transaction Published amount Important detail
APRN endorsement certification $80 A VI RN endorsement or active RN license may also be required.
APRN renewal certification $40 Added to the applicable $175 RN renewal for a standard $215 combined total.
APRN CE 30 contact hours Use the two-of-three competency framework and maintain specialty documentation.
Practice verification 320 hours An updated collaborative agreement is also required by older renewal instructions.
Nurse Licensure Compact

Do not assume a compact license works in the USVI yet

The US Virgin Islands enacted the Nurse Licensure Compact in December 2021. However, enactment and implementation are different. Current official FY2026 materials state that full implementation is still being pursued.

Until an official implementation date is announced, a multistate RN or LPN license issued by another compact state should not be treated as automatic authority to practise in the US Virgin Islands.

Question Current practical answer Action
Has USVI enacted the NLC? Yes, legislation was enacted in 2021. Do not confuse enactment with active implementation.
Can USVI residents obtain a VI multistate license? Not until full implementation and an official launch date. Use the current single-state application route.
Can an outside compact nurse work in USVI? Not solely on compact privilege while implementation remains pending. Apply for USVI endorsement before practice.
Does the NLC cover APRNs? No. The RN/LPN compact does not grant APRN authority. Obtain the required USVI APRN certification.
Where should status be rechecked? VIBNL and the official Nurse Licensure Compact website. Look for a specific USVI implementation announcement.
May 2026 fraud alert

Ignore threatening license-suspension phone calls

On May 7, 2026, the VI Department of Health warned healthcare professionals about spoofed calls falsely claiming that licenses had been suspended, revoked or placed under investigation.
