Get a PA compact nursing license through the route that fits your residence
Pennsylvania fully participates in the Nurse Licensure Compact. Eligible Pennsylvania residents can apply for a multistate RN or LPN license through PALS.
Your existing PA single-state license does not automatically become multistate. Apply for conversion, or use the appropriate initial licensure pathway. Verify approval before relying on compact authority.
After opening this link: sign in to PALS and follow the State Board of Nursing application prompts.

Pennsylvania compact facts that change your next step
Active does not automatically mean multistate. A PA single-state license remains limited to Pennsylvania practice.
Legal residence comes first
A temporary assignment, second property or employer address does not by itself establish your legal home.
Meet the compact standards
Education, examination, background checks and license standing all matter.
Confirm the issued status
An application receipt is not proof of compact authority.

Prepare a complete file for your particular route
Your application checklist determines which documents you submit and which must come directly from another organization.
| Item | What is checked | Applicant action |
|---|---|---|
| Residence | Pennsylvania is your legal home. | Prepare the declaration and accepted evidence, such as a PA driver’s license, voter registration or federal tax return. |
| Education and examination | Approved education and an accepted licensing examination. | Arrange school or examination records required for your route; international education may need evaluation and English-test evidence. |
| Background checks | Required state history and FBI fingerprint review. | Follow PALS instructions and the assigned service code. A volunteer check is not accepted. |
| Initial child-abuse training | Three approved hours for initial licensure. | Use an approved provider and arrange required completion reporting. |
| Existing PA conversion | Documents already supplied to the Board. | Existing licensees generally do not resubmit child-abuse or applicable English-test evidence. Act 41 licensees may need education evidence. |
| License history and standing | Eligibility for an unencumbered license. | Provide disclosures and official verification when required. Current alternative-program participation prevents compact eligibility. |

Understand residence and practice limits
Another compact state remains home
A qualifying active multistate license can support PA practice while your legal home remains in the issuing compact state.
Changing your legal home
Apply in the new home state within 60 days of a compact-to-compact move. The old multistate license is deactivated when the new one is issued.
Noncompact home state
A PA job alone does not qualify you for PA multistate status. Review single-state licensing if your legal home remains noncompact.
Read the official moving scenarios
After opening this link: select the scenario matching your old and new legal residence.
For telehealth, check authority where the patient is located. RN compact authority does not independently authorize advanced practice.
Check the official NLC implementation map
After opening this link: read the legend and implementation table before assuming a jurisdiction accepts compact practice.
For regional assignments, see our guides to Delaware nursing verification, West Virginia nursing boards and Connecticut licensing and renewal.
Verify authority and resolve application problems
Open Nursys QuickConfirm. After opening this link, select QuickConfirm, search by name or license number, open the matching report and review compact status, expiration and discipline. Use its authorization-to-practice feature for the destination state.
Formal endorsement verification is separate from a free public lookup. Use the Board’s verification instructions; after opening this link, locate Online Verification of Licensure Request.
Application delayed
Check the outstanding PALS items against document receipts. Confirm the sending organization used the required destination.
No matching record
Try the license number and former legal name. A nurse may practice under another compact home state’s license.
Still single-state or expired
Confirm conversion approval. If inactive or expired, review reactivation; a pending application does not restore authority.
Incorrect record or technical issue
Use the Board’s PALS support ticket route. Identify the license/application number and exact discrepancy.
Open PALS for application help
After opening this link: sign in to review your file or use the support/ticket option for assistance.
Renewal, temporary permits and advanced practice
Conversion is not renewal
The existing expiration date remains in force. Renew on time even if conversion was recently approved.
Temporary permits stay local
An eligible Pennsylvania temporary practice permit provides Pennsylvania-only authority, not multistate privileges.
Advanced practice is separate
Meet the applicable advanced practice and prescribing requirements. An RN multistate license is not an APRN compact credential.
Read official renewal requirements
After opening this link: check the conversion notice and the CE guidance for your credential.
RNs generally complete 30 CE hours, including two approved child-abuse hours; LPNs require two approved child-abuse hours for renewal. RNs should also review the Board’s one-time organ donation education requirement.
