Verify a Puerto Rico Nurse—or Complete the Correct Three-Year Recertification

Puerto Rico does not use the same renewal structure as most mainland boards. A permanent nursing license is recertified every three years according to the expiration printed on the professional’s Certificate of Registration—not one statewide RN or LPN deadline.

The required education also changes by category. A practical nurse needs 21 hours, associate and generalist nurses need 30, specialists need 30 with specialty content, and advanced-practice nurses need 50. Verification, recertification, Good Standing, endorsement and universal recognition are separate transactions.

A permanent-license number alone is not enough. Employers should confirm that the professional’s current registration or recertification has not expired.

A degree title does not automatically prove the Puerto Rico category. Verify the category actually issued by the Junta Examinadora de Enfermería.

Three-year recertification

Puerto Rico nursing-license recertification steps

Each permanent nursing license is recertified three years after the date of a new or renewed registration. The Certificate of Registration—not the article year—provides the controlling expiration date.

Validate the new certificate before returning it to an employer

Confirm that the transaction generated the correct profession, license number and new three-year expiration.

The online portal supports registration and recertification, but the current category sheets also state that required documents must be presented in printed form. Follow the instructions generated for the individual transaction or confirm the delivery method with ORCPS.

A payment receipt does not prove current authority. Confirm that the new Certificate of Registration was issued and can be electronically validated.

CE hours, Puerto Rico provider rules and certificate limits

Regulation 9651 establishes the core triennial hours. The category-specific 2026 sheets add practical submission rules concerning provider location, barcodes, daily limits and current compulsory courses.

Provider-location and certificate rules

Puerto Rico residents use credits from Puerto Rico providers.
Professionals residing outside Puerto Rico obtain at least 50% of credits from Puerto Rico providers.
Certificates from Puerto Rico providers include the required barcode.
No more than 8 contact hours are claimed for one day.
Different dates appear when a course exceeds 8 hours.
RN and APRN certificates do not exceed 20 accepted hours per certificate.
Specialty hours are separately identifiable.
Administrative-order courses are applied only to the relevant triennium.

The current practical-nurse sheet does not repeat the 20-hour-per-certificate limit shown on the RN and advanced-practice sheets. A practical nurse relying on one unusually large certificate should confirm acceptance with the Board before the deadline.

Regulation 9651 recommends spreading education across the triennium rather than completing it at the end: approximately 7 hours per year for practical nurses, 10 per year for associate or generalist nurses and about 16.6 per year for advanced-practice nurses.

Documents and payment to prepare before recertification

Obtain time-sensitive documents near the submission date. The current nursing sheets require criminal-record and ASUME documents with short validity periods.

The 30-day validity period makes document timing important. Do not obtain criminal-record or ASUME certificates months before the submission appointment.

Current sheets state that American Express is not accepted. Verify the accepted payment method shown by the active portal or appointment instructions before submitting.

Late or expired registration

What to do when a Puerto Rico nursing registration has expired

A professional whose registration is expired should contact ORCPS before practicing or attempting an ordinary online transaction. Requirements and penalties increase when more than one triennium has been missed.

Puerto Rico now publishes two distinct routes for professionals already licensed elsewhere. Universal recognition is not automatic, is not the Nurse Licensure Compact and does not eliminate the need for a Puerto Rico-issued authorization.

The Board’s current application is a sworn paper form covering examination, endorsement, foreign credentials, category changes, specialist and advanced-practice routes. Incomplete applications are not accepted.

Puerto Rico is not the Nurse Licensure Compact

Puerto Rico was not listed among the 43 Nurse Licensure Compact jurisdictions on the current NLC map reviewed in July 2026. Universal recognition under Regulation 9746 is a different legal process.

Puerto Rico’s nursing regulation explains that eligibility for the local licensing examination depends on graduation from a program recognized by the Junta Examinadora de Enfermería. Institutional authorization and nursing-program approval are separate checks.
